The Scenario Creation Tool (SCT) provides the ability to create large scale HLA and DIS compliant wargaming scenarios. With two separate windows, one for command entry and editing, and a second for viewing immediate playback, the SCT is easy to use. 

All types of entities, ranging from ships and submarines to tanks and SAM sites, as well as aircraft can be readily created and maneuvered. All commands for each entity are fully described and listed in time order. As entities are created, they can be viewed in "Fast Motion" so the entire command path can be viewed in a matter of seconds or minutes. Small scenarios can also be merged with others to create larger or more complex scenarios.
